President Bush has received the report from the Iraq Study Group, and it allegedly warns that the United States faces a grave and deteriorating situation after nearly four years of war in Iraq. The high-level commission recommends the president to launch a diplomatic offensive to stabilize the country and allow withdrawal of most combat troops by early 2008. Previously, White House spokespersons have said the president will review policy recommendations from many sources before formulating a revised strategy in Iraq.

ERIC M. DAVIS is a professor of political science at Rutgers, The State University of New Jersey, and past director of the universitys Center for Middle Eastern Studies. In August, Davis met with President Bush in Washington, D.C., where he was asked to assess the situation in Iraq. Also attending the meeting were several other experts on Iraq and top members of the presidents Cabinet, the Department of State and the military.

Davis has written widely on the history of Iraq, including his most recent book, Memories of State: Politics, History, and Collective Identity in Modern Iraq.
