BACKGROUND: This talk answers the question: How well do citizens judge the true quality of city services? Based on a paper forthcoming in Public Administration Review (PAR), it presents a comparison of New York City's street cleanliness scorecard, one of the most established and reputable outcome measures used by a US municipal government, with results from a large citizen survey.
