Applications being accepted for ‘hybrid’ weekend program
CAMDEN, N.J. – Rutgers’ Executive Master’s in Public Administration (EMPA) program, which offers online and in-class instruction in a convenient weekend schedule for working professionals, is accepting applications for the Spring 2012 semester. The program is taught on the Mount Laurel Campus of Burlington County College.Offered by the Department of Public Policy and Administration at Rutgers-Camden and the Center for Executive Leadership in Government (CELG), the 42-credit program is aimed at mid- to upper-level managers with five or more years of administrative or managerial experience in executive leadership positions in the public and nonprofit sectors.
The program includes Saturday morning classes and online coursework. Degree requirements can be completed in two years with one-week summer residencies offered over two summers. Up to nine credits may be awarded for professional experience.
The EMPA program provides professionals with the competencies necessary to lead public organizations. Topics include public management; leadership and communication; policy analysis; human resource management; organizational behavior; ethics; law and public policy; and public information systems.
“This is the only graduate-level program of its type in the South Jersey region providing convenient, yet comprehensive advanced education for leaders in the public and nonprofit sectors. It offers a particularly important set of skills that public administrators need in these difficult economic times,” said Dorothy Olshfski, director of the EMPA program.
In addition to managerial experience in the public or nonprofit sectors, prospective students should have a bachelor’s degree with at least a 3.0 undergraduate grade-point average and a demonstrated commitment to public service.

The Department of Public Policy and Administration at Rutgers-Camden was established in 1979 as an interdisciplinary program offering a master’s of public policy for public servants in the South Jersey region. It is accredited by the National Association of Schools of Public Affairs and Administration.
The Center for Executive Leadership in Government is a unit of the Center for Government Services at Rutgers. It offers education and training opportunities to build skills sets, address best practices and help participants navigate changes in the field. CELG’s research and contract services include primary research, operational assessment, and analysis.
